No.

Submitting a Request a Quote form does not constitute a confirmed purchase order or purchase commitment.

An order becomes subject to confirmation after the product, specification, quantity, price, payment terms, delivery conditions, and other applicable commercial terms are agreed.

Can I request a quotation without knowing the exact price basis?

Yes.
